Hand-to-Hand Overpowered in my game

Hi there,
I recently started playing Oblivion again (due to bad weather ;) )
During fights I notice the hand-to-hand skill being way overpowered. All Ohmes and Khajiit I face use hand-to-hand (because they do more damage than with weapons I guess) and they can kill me with one power-attack blow.
Also some other foes I disarmed kill me more easily with hand-to-hand than their weapons.
My character has a H2H skill of 5 and already does 6 damage (listed on the skill page).

What would be the best way to bring the H2H damage down to normal levels again?

I didn't add any mods that would make H2H more powerful.
It seems like the damage gets stacked or something.

note: I'm using some outdated versions of mods and I'm slowly updating them, while making sure my game stays stable. I haven't played since February or so.

I set my level 1 bosmers strength to 100. He has 30 hand to hand. He was doing 4 damage per hit. Which kind of scares me as H to H seems underpowered in my game.

I didn't add any mods that would make H2H more powerful.
It seems like the damage gets stacked or something.

note: I'm using some outdated versions of mods and I'm slowly updating them, while making sure my game stays stable. I haven't played since February or so.

I'd say its because of TIE and I wouldn't call it OP, try fighting bandits.. they will [censored] you when you are low level

Well, it certainly was overpowered lol.
I fixed it now by adjusting the settings in te last loading mod that altered these (Duke Patrick's combat mod).
Khajiit and Ohmes are using their weapons again now :D
