Hand Loader?

Does hand loader perk give you access to all bullet recipes or just make you better at collecting brass?

Is it worth taking?

It gives you access to 6 hand load recipes that are generally the best ammo in the game, being a sort of combination of HP and AP rounds. And it makes you better at collecting brass.

Even at every 2 levels, Tale's right, you'll have more than you need because a lot of the perks are suited to certain character types and since you can't be a master of everything you'll only want to take the ones that apply to your skills.

It's worth it, maybe not right when it's available, but eventually.

Technically true. You get all recipes. However, you don't get recipes for all ammo types. The distinction being that lots of ammo types that exist simply don't have recipes.

Def worth it if you are a avid gun user. Hand-loaded rounds are amazing. I normally convert all of my regular .50 rounds into hand-loads. (Conversion rate from regular rounds to hand load is about 80 hand load rounds for every 100 regular ones broken down so its very useful especially considering you normally only need one bullet for everything when it comes to hand loads)

Not true. You get six on top of the already available ones. One also requires a schematic from an NPC but I believe that's a bug. You also need a high enough repair for each ammo type. The .50 MLs require 100 Repair, for instance. You don't get to make every ammo in the game. It's still well worth it though.

.44 custom bullets schematic are gotten from an NPC in Northvegas once you do a guns/Survival check in conversation. But i think thats the only recipe you don't get.

for one perk, my sniper rifle rifle does 93 points of damage instead of 62 (and all you have to do is breakdown 100 .308 bullets and get back like 79...worth it!)

If you just use any shotgun a 9mm, 5.56 or a 12.7 gun no it's not, and a shotgun backed up with those other ammo weapons can take you through anything.

For fun and easier kills it is very much needed however, as the ammo on offer usually adds both damage and penetration to rounds, only the 10mm I think comes with a bad draw back against armoured foes.

Plus it makes reload less a pain, as it knocks down the ingredients needed to make ammo at a reloading bench, making easier to use as you need less base ammo to breakdown.
