That crate is a static container. It stays put, and is the fastest way to conveniently dump equipment to get under 75 lbs. The other quick way is the graves outside.

No, it's there so you wont have to go home, dump it, then back. It's a convenience thing.

It would be easier to count the containers in New Vegas that do reset than the ones which do not. As in, I do not know of any container which resets while it has stuff in it - some containers seem to reset if they're empty.

But to answer your question directly, this container does not ever reset. Neither do the graves outside. This way is just more convenient and doesn't require a shovel.
