Is it possible to add antlers and hoof like hands and feet? Has anyone made a horse or deer race?

There are a couple of hoof mods (Satyr or devil style), but I haven't seen any antlers. I don't recall if they were playable, or NPC-only.

Jokes aside, due to the way body meshes work I only know of a few race mods that actually included stuff like hooves, however mostly demon and not animal inspired. Antlers should be fairly easy to create, considering that horned races are somewhat common. Hooves and the like are a completely different task, unfortunately.
