as i am walking back to cloud ruler temple (from picking up tiber septim's armour) have been hearing birds of prey.i cannot for the life of me see any though.has anyone seen them?

The only logical explanation for this is that all birds in oblivion are masters of illusion, and hence have formulated the ultimate invisibility spell known to this day, who knows when they might re-appear, it could be weeks, years, centuries or maybe never.
If you ask me Bethesda gave way too much Radiant AI to birds.
