To get the land, you must do a few quests for the Jarl or people of Hjaalmarch and become a friend of the Hold.

You are a Thane and everything? Have you talked to the steward to buy the plot of land yet? I know this may seem obvious but I just need to know where you're at.

If you finished the main quest line try going to the jarl and ask him about work and when you complete that quest he says that he like you and will let you buy the land

(1) Do "Laid to Rest" (2) Help three other people in Morthal (3) Go see Jarl Ravencrone and become a thane. (4) Go to the steward and ask to buy a house. They'll offer you land instead. (5) Pay 5000 septims, and it's all yours.

Dude, like I said, I 've done ALL quests. I'm level 81 an only have DLC and redundant quests left.

Are you on PC? I had this happen with the Jarl of Markarth and asked for help. It turned out that I had to use a console command to set relationship rank, (I think it was) to the right number for the proper dialogue to kick in. I had done way more quests than necessary for the Jarl and it just never advanced the relationship. If someone knows the command, please share it. If I find it, I'll come back and edit my post.

ADDED: This should be the command using Idgrod Ravencrone's Base ID instead of the one for the Jarl of Markarth that I needed. It will make the Jarl your ally.

This may be a bit more drastic than you want to try, but here it is.....Make 2 separate saves (not quick saves) one you will use to try the following: Deselect HF and load up the game you saved to test, answer the warnings so that you load without the missing content. Save the game (not quick save). Quit. Reload the game you just saved without HF, but now have HF reselected, maybe that will work to initiate the dialog.... maybe not. If it doesn't you can go back to the save the wasn't messed with! Cheers!
