It all depends on how they implement hair. In Oblivion, we got hoods because there's no way to conform hair to headgear - it's one or the other. The only alternate forms of headgear possible in Oblivion are things that fit under the existing hair meshes (like tiaras), things that fit over them (there are a few hat mods - all the hats are enormous so that they don't clip the hair), things that have meshes that combine headgear and hair (which limits you to the hair that's part of the mesh) or things that, like hoods, completely replace the hair.
It's possible to set it up so that the hair mesh remains intact and conforms to a piece of headgear put on top of it, but it's relatively difficult and resource-expensive to do it. It remains to be seen if that's done in Skyrim, though there's at least one screenie that was floating around a while back that hints at it.
