If we have beards now...

They don't have any hair whatsoever (except in Arena, when they had green hair I think so maybe )

It's bad enough that the females have briasts. They're reptiles--they lay eggs and have scales. Hair cannot grow through scales.

Then again, velociraptors were reptiles and they had feathers, so... Who knows.

I'm not going to comment on this myself. As to you, your trying to bring pure grounded realism to a fantasy game? Sure I'm in favor of advanced character creation so you can make your characters body how you want it in bounds of the race. By the way, why is it the general community acts like females, human females, with fairly large briasts or average briasts are a rare sight I have to wonder.

Actually hm if they want to add a beard equip item for sarcasms sake, and they won't, they can. Generally if the race has no facial hair I don't think they'll magically get it now. Then again the devs have full authority to change any tidbit of the lore and franchise they want.

For the record I've never played a TES game. I've heard of Oblivion years back and friends mention Morrowind all the time. I'll give Skyrim a try just for my respect towards Todd Howard as an individual. I doubt I'll be disappointed.

Argonians are reptile-like creatures, not mammals, they can't have any hair.

1) Birds are descendent's of dinosaurs that had grown feathers to keep themselves warm. Later they started using the feathers to glide. They specialized so far into gliding that they evolved the ability to fly. Nowadays they are called birds. You can still look at their scaly feet and bones that give hint of their ancestry.
Birds use their feathers in many ways these days. They are not only for flight. They can be used to attract the opposite six, warn predators and camouflage. There are many flightless birds that no longer needed the ability to fly, due to lack of predators or size.
Point: Reptiles can grow feathers.

2) Mammals are descendent's of reptiles as well. They grew hair to keep themselves warm. When most reptiles, being cold-blooded, were active during the days drawing power from the sun, the first mammals kept their heat with hair and thus could hunt during nights when the predators were waiting for the sun to come up to heat their body. These hairy reptiles evolved ability to generate heat in their body and thus became better at hunting during nights. Planet got colder and mammals could deal with it better than the reptiles could.
Point: Reptiles can grow hair.
