I have a .esm file I'm unsure about.

So a while ago I tried modding skyrim (and broke it ofc.... I'm so bad i know) and I looked in my data files (to confirm what dlc I had) and I saw scopedbows.esm however I dont have any mods active, so I take it I wont have scoped bows? Since afaik it isn't a thing in skyrim normally? Can anyone confirm that this is just left over from when I modded and not official DLC xD

That's from a mod called "Scoped Bows" by OutLaw666. It is not a Bethesda file. :)

Are looking into making mods or using mods?

If using mods take a look at the beginner's guide to modding from Gopher. Some of it might be dated but it should still help you out a lot.

As a newcomer to modding myself with absolutely no prior knowledge, I found this guide really helpful in getting a stable setup: https://www.reddit.com/r/skyrimmods/wiki/beginners_guide

Also, I'm not sure I've ever seen it explicitly stated in guides, but I've found it helpful to save a test character after Helgen for trying out new mods one at a time. That way, it should be easier to figure out which mod is causing a problem if something breaks.

TES Alliance has a modding school for Skyrim and if you're interested to learn of how to mod then sign up http://tesalliance.org/forums/index.php?/topic/7378-ck-basics-general-questions/, which I recommend to go through. A few years ago I joined the modding school, but due to RL I never finish it.

Another good source of a modding guide is Bethesda's http://www.creationkit.com/, of course there are a lot of modding guide videos on YouTube.
