I don't know what the deal is, but i was under the impression that higher intelligence gave you more skill points every level up, like it did in fallout 3.
I had 9 intelligence from the start of the game, and every level i gain, I only get 14 skill points.

what's the issue here?

Nothing. That's the new Skill Point formula. Not a bug nor glitch. It's intentional and by design.

indeed, having 10 intel only gives you 15 skill points (50% of the time, apparently..), so high intel doesn't pay off in this game. Just make your character stupid as [censored], and you'll get just as far.. (makes me think about a certain game development company..)

New formula. Get the perk that gives you extra skill points. With that perk and 8 intelligence I get 16
