Have they spoke about level scaling yet?

obviously one of the biggest if not THE biggest complaint from Oblivion and that was how they handled the horrific level scaling. Have they mentioned how they are gonna tackle this? Will it be the same as in the fallout games or are they taking an entirely new approach?

I believe all they've said so far is that it'll be closer to Fallout than Oblivion.

So if I remember correctly, fallout had main quest scaling but the rest of the world was set to a specific level?

They've spoken about it at length on multiple occasions. The cliff notes version, at least as I understand it:

* Areas and dungeons have a range of possible difficulties when you start the game - a Level 1-5 dungeon, for example, or a Level 8-12 dungeon.
* When you visit an area or dungeon for the first time, it will be set to the difficulty in its range most appropriate for your level. This may not necessarily actually be all that appropriate if it's a 25-29 dungeon and you're level 2.
* Once you've visited an area or dungeon, its difficulty is locked in for the remainder of the game. If you went to an area at level 3 and all the bandits wore leather armor, the bandits in that area will always wear leather armor forever more.

It has its problems, all things considered, but it's definitely way better than Oblivion's system.

so far what we know is

-as mention above, some mechanics have been taken from Fallout 3, such as mobs in one area locks to your current level when you enter a area

-some mobs will have + or - in level compared to a player when enetering a area, so say in one dungeon all mosters are 2 levels above you, whatever level you are when you enter the place

-most monster will have a level roof (aka at a X level they stop scalling) this is obviusly added to counter goofy scaling effects, like having bandits in elven armour and such.

Similar as FO3.

Different types of NPCs/enemies will cap at different levels.

Main difference is that we get dungeons with different difficulty, levels: some is 1-8, other is perhaps 10-20 or 30 to 50, then you enter a dungeon it get locked to your level or as close as you get, if you enter a level 10-20 dungeon at level 10 it will be level 10 even if you return at level 21, but if you first time enter at level 25 it will be max who is 20.
Dragons can apear everywhere and will probably be leveled to your level, however if you run into them in dungeons I would expect them the be at the dungeons level.

Noting is said about respawning as far as I know.

How does look scaling work then? I mean what if someone explored an area way before you did, and that area is alot higher level then your area, and this area because of the level is getting all the good gear, you have essentially just been punished for visiting that area so soon.

Your routes are different, so in each route some areas are met sooner than other areas, and this happens to both parties.

As I remember Fallout 3 level scaling is still too much.

I've only fought Super Mutant Overloads, and Masters around level 25.

Well no raiders in power armor at least.

Your sentence is a little confusing. Just to be clear, this isn't a multiplayer game; no one will have explored that area before you.

Broken steel had a very sharp change once you past level 20 yes, however you could run into broken steel enemies earlier and that hurt. oblivion type level scaling but more interesting enemies as they could kill you.

I run into raiders in power armor once that was pretty cool as they had taken over a enclave position.
