first the launcher it cannt pick up my info and set me to low. i move it up medium and run fine. should i be worried?

since the live steam patch my bethesda screen and loading screens are lagging but oncee in game it seems fine. so do i have a issue?

Mine originally set everything to low, (Unable to detect my GPU initially) I'm able to run at max settings and it's running fine.

Not sure about the loading screen lags, but if it's fine in game itself, you should be fine.

If you're talking about the starting video stuttering, that happens when you have too many save files. Delete some and maybe have no more than 10 or less.

No idea if this would happen on an SSD, but I've had it on my WD drive.
