So, have Valenwood and Summerset Isle left the Empire?

I know they "unified" and reformed the Aldmeri Dominion, but did both leave the Empire, or what?

I personally don't know, but seeing as Mede is warring with Skyrim, the Aldmeri Dominion probably doesn't wanna get involved, so I could see them leaving.

my understanding, from infernal city, is that pretty much everything left the empire, including cyrodil itself - the empire crumbled.

i could be wrong, but iirc, titus mede is trying to rebuild the empire and has most of cyrodil under control - barely. i got the impression that there were at least some parts that - at time of infernal city - aren't under his control.

with the home province still in flux, now would be a very bad time to attempt interaction with the aldmeri dominion, beyond the barest diplomatic discussions of neighbours - to try and control the area could easily turn violent, and he still needs to keep the peace at home - instead of leaving himself weaker and allowing dissidents to take opportunities to secede again.

Aye, it would be hard to form an entirely new anti-human government without leaving the Empire First. In fact, the whole Empire has basically disbanded at the time of The Infernal City, and Titus Mede only has hold of Cyrodiil after civil war.

Are they anti-human in the sense that they're hostile to humans, or just don't wanna be associated with them anymore?

 Yikes. So with Mede at war with Skyrim, could they possibly attempt to overrun Cyrodrill?

I don't believe he's at war with Skyrim, just keeping an eye on them. The Dominion has been trying to kill Mede and have terrorist cells throughout Cyrodiil, someone correct me if I'm wrong, but we know given the state of Skyrim (the game) they haven't or didn't succeed.

Ahh, I'm no lore-buff as is obviously shown there. But then, who's the civil war between? Isn't Mede the new ruler of the Empire?

Skyrim takes place some 200 years after the event of Oblivion, the Mede Dynasty and Dominion were formed years following said crisis. For all we know, the Mede Dynasty didn't last and there's a new Empire, but the Empire of Tiber Septim and his heirs is no more and at the time of the Infernal City the Empire is no more, replaced by the Mede's version, which holds only Cyrodiil. The Civil War however is between the denzens of Skyrim, those wishing to rejoin/remain part of the Empire and those wishing for independence, theres no direct link to the Empire in it unless I am mistaken, as Skyrim at that time has a High King.

 Oooooh. I see now. Thanks Lord Tidus for taking the time to explain this stuff to me :)

only thing i'm certain of about the skyrim civil war: it's between royalists and rebels. whether the rebels want to rejoin the empire, or are more oriented toward another system of government that doesn't involve royal rule, i don't know - i haven't seen it stated for certain that the rebel goal is unification with the empire, but i haven't been keeping fully up to date with all the info.

in relation to Dominion terror cells trying to kill mede - we've no idea at this point whether they succeeded or not. what info we have about the state of skyrim tells us nothing about that - as Tidus says, we've no idea if the mede dynasty lasts the 200 years to skyrim's era. even if it does - emperor mede already has a son in infernal city, old enough to be out campaigning militarily (however staged it may be.) the dominion killing mede senior would catapult mede junior - a grown man - to the throne. he's been coddled and protected his whole life, and never really known true danger before infernal city (and to be fair this is more senior's fault, and junior was unaware,) but he's a ready-made ruler with at least some of the populace accepting him already. the empire wouldn't necessarily fall just on senior's death, but it would be noticeably weakened.

That's pretty much it in the book. The Aldmeri Dominion is building up, softening up Cyrodiil with terrorists, and Titus is only spying on Skyrim (though spies hate going there, as it's not really a friendly and fun place to be, it seems).

The rebels are anti-Empire.

The loyalists are pro-Empire.
