Honestly, the first time I played through DB Imperial General with the meat tenderizer paralyzed me with a staff he picked up in the big chest in the room. Was weird because I thought it was part of his equipment but he just picked it up randomly. But I can see why it was removed. Too much enemy variety in Oblivion requires you to prepare for many possible encounters. That is just tedious, too confusing and i'm glad in Skyrim you can defeat every enemy in the game with minor health potions because all they do is damage to health.
