Yes,that's true at least in my case.I thought that bethesda did a so laggy game...instead my video drivers were [censored] up and causing stutter all the time..Well what I suggest is to make sure your drivers are working correctly and ,if not, do a clean up and reinstall them.I am enjoying any game,especially fallout at max fps.Enjoy!
