Like what Empires rule what, is Vvardenfell again inhabited, and if so, who by? Is there an updated map of the continent anywhere?

From what I understand:

Empire: Cyrodiil, High Rock, Skyrim (in civil war), parts of Morrowind (not exactly hospitable as it once was)
Aldmeri Dominion: Alinor (Summerset), Valenwood, Elsewyr, occupied parts of Hammerfell
Independent: Hammerfell, Solstheim, Black Marsh (actually, I am not sure about Argonians)

Akul is mostly right. Black marsh is indeed independent, and includes parts of Morrowind. The Dominion no longer holds lands in Hammerfell. As for maps, there have been several threads on it already. Here are the first few that come up:

Actually, the Dominion were pushed out of Hammerfell by the Redguards, there is currently no presence in Hammerfell by the Empire or Thalmor
