Having issues with my mods on the CK

Actually have two, but I'll start with the important one. Earlier today I posted on Skyrim Mods (though I think that wasn't the right forum) that I've been having error issues on loading up some of my mods. I just learned its more than the project I was making, but it also effected my other mods. This all happened after deleting out the fallout mod manager and the duplicate files it kept making while I was making/downloading mods. I verified the CK and retreived a ton of lost data, which fixed my CK that continued to crash, but now I have another problem. It crashes even when I load some of the mods I was working on. This is what it keeps on saying:

LOCALIZATION: Error opening or reading strings file.

After doing whatever to the error, I get this:

MASTERFILE: LOCALIZATION: Zero entries or empty block size read from strings file STRINGS/Dawnguard_ENGLISH.STRINGS. Strings will be missing.

Whatever option I choose, the CK crashes. I'm not sure what to do. I tried a verification like someone previously suggested, but fixed nothing. I'm wondering if the file just doesn't exist anymore or is damaged/corrupted.

Another issue I've been having for sometime after the overhaul of mods I've downloaded are the guards. They randomly attack each other. Someone suggested me to Loot to help me organize my files, but that doesn't solve the problem. So I'm wondering if it's either a mod conflict or something else.

Dire help is a must or at least an answer. If I have to delete all the files that I've corrupt, so be it. It'll just be a weeks work for some to recover. Thanks
