Having problems with in-game slowdelay script(?)

hello everybody
im having problems with something that i dont know for sure or even how to explain correctly. since i clean up my game there were having problems with graphical mods making it crash, i decided to uninstall ALL of my mods and make a clean install with lesser mods it worked great! havent crashed a single time yet but however
something is making my in-game "activities" run very slow let me try to explain it...
activities like ore mining,blessings etc takes forever to "load" at first time u press "E" to do it and nothing happens....then if you wait enough or walk around u get teleported back to it into the action
cutscenes takes forever to load, while i wait stuck for it
mission dialogs sometimes get stuck and need to wait to load
mods sometimes takes forever to load
if i complete a mission there is some time to wait until it appears finished
however the game itselft is not slow, there is no lag....loading screens are fast as normal
i suspect it might be my load order, i dont think is my sistem specs faults even if i had graphics mods, i just uninstall them because i am really a noob to resolve compatibility problems and my game was crashing a lot...
can someone help ?

EDIT:my game just crashed just when i was thinking i would have no problems with crashes anymore

i did something that i read about the in game delay problem there was to delete the skyrim.ini and skyrimprefs.ini in the %appdata% however it didnt help much

i was getting slow/delays in game for dialogs, even have with take objects and open doors(making them impossible to open had to reload the game a lot of times to a previous save)

im pretty disappointed with my skyrim experience....a lot of CTDs a lot of instability i dont know what else to do....2nd time i re-install the game... i dont want to play the vanilla experience with no mods...i finished once on console and i dont think i have a enormous mod list compared to other people

i dont know what to do anymore

I assume you have Dawnguard installed, but i don't see The Unofficial patch for the main game, and the Unofficial patch for the High Resolution Textures packs as well. !!!!

Do you have sorted your load order with BOSS ???

Are you using NMM to install mods? ALways a good idea. Use BOSS or LOOT for sorting your load order. BOSS will probably work fine. http://boss-developers.github.io/

WHen you did a clean install of Skyrim you deleted the Skyrim directory manually after you removed local content?

You want to try deleting those two .ini files here: C:......\Documents\My Games\Skyrim not in appdata.

It's could be a mod you are using. You should really test out vanilla Skyrim at least for awhile to make sure there are no problems with it. Then add mods afterwards.

For testing purposed you can try unchecking your mods and see if the issues go away. Realize mods can introduce all kinds of problems.

All the mods you were using previously are recorded in the saves you made before you "uninstall(ed) ALL of my mods and make a clean install with lesser mods". After doing such a cleaning, you must create a new character.
