Having trouble balancing daggers and 1h weapons.

Here's the dilemma: Daggers for balance reasons are not effected by 1 hand weapon skill. They are however effected by fortify melee damage. But every time I fortify melee damage to buff the dagger, it makes 1 handed weapons overpowered. I am making a very complicated mod, and I cannot just separate them into two different abilities due to that. I need SOMETHING, some sort of effect that ONLY buffs dagger damage, without buffing anything else in the process.

I'm completely stumped and I'd be thankful for any advice.

Not a modder here, but would it be possible to take the Assassin's Blade perk and make it into a buff? The only problem with that is that it's sneak attack dmg with daggers, not sure if there's a way around that.

I did some testing to see the potential power of daggers without blacksmithing, and they are still very powerful. After doing all these tests I think I just won't alter dagger damage in this mod, because of the extremely complex way it's balanced.
