Having Trouble With Custom Mesh

I've been trying to make what seemed like a simple edit to an animated mesh for the last couple of days now, and no matter what I do, or what I try, I can't seem to make it work the way I want it to...

The original mesh in question is:

Now, what I wish to do is make a tight circle of these, and then angle them down so they all touch the same point, and make a cone shape; the only problem is, it's impossible to get the XYZ angles perfect when it's not positioned at the 0*-90*-180*-270* position on the circle:

So, what I wish to do, is take the original mesh, and alter it's translation/position, so the pivot point is in the center where they all meet, and not at the base of the pole:

The only problem is, when I load this mesh into the Creation Kit or the game, the mesh stays the same, straight up and down:

And even when I do get it to appear as the correct angle and translation/position, the animation, instead of lowering along the new angle, instead just lowers the whole angled pole straight down in an unrealistic fashion:

I truly have run out of ideas, combinations of actions and translations, and I cannot procede without this mesh, so I really need someone else's help with this, whether it's step by step instructions, or perhaps you creating the mesh for me, or just pointing out the simple solution I've been oblivious to this whole time...
