Found wild mongrel and named it sparky is it a glitch or companion

Did it happen at the Red Rocket gas station outside of Sanctuary Hills and looks like a regular dog? Then it is a companion.

Can only be named sparky and its cool to heal him. He will follow you sometimes and out of nowhere disappear and show up when you least expect him too. ?
