The health draining glitch has returned unfortunately and the only solution that I could find is to create a save (not a quicksave) and close the application completely and open it again. This was tested on PS4, I'm not sure if Xbox One users have the same issue but it's possible the same method may work. I'm posting this for anyone who encounters this problem and doesn't want to waste a lot of stimpaks or food in a situation like I was knee-deep in Mirelurks at the Weston Water Treatment Plant.

If anyone has an alternative soluton for others to find please post it!
