Hearthfire has disappeared from steam files

Hello! I hope someone has an answer for me here since no one is answering my post on the Steam forums :(

My daughter hasn't played Skyrim for awhile- she has her own copy on her steam account, and she had Dawnguard and Hearthfire installed. She decided to start playing again a few days ago- started a new character and did the Dawnguard quests. Now she wants to play Hearthfire but realized her character is level 19 but she hasn't received the letter yet. I take a look at her data files in the Steam launcher to see if maybe she deselected Hearthfire while turning off a mod- it's not there at ALL. I open up the files on her computer- Dawnguard and all her mods, but no sign of Hearthfire.

I had heard before that in order to redownload a mod you can go right click on the game and choose properties, then 'verify integrity of game data' and if any files were missing Steam would automatically download them; however, when I do that, it just sits at 0% and doesn't move.

So I guess my question is: what steps do I take now? No idea where to look at the moment, so any advice is appreciated.

It's the only way you can get it again. Just insist and keep Steam on; it will download the files as soon as it'll be connected to their servers. Or, maybe you can check the "previous versions" in the properties of the data files folder; maybe you'll find one that has the missing file.

The file integrity check can take quite some time.

Steam can definitely take a long time with installing, especially when it's having trouble connecting to their servers (usually due to too many people on at the same time). Persistence is key when dealing with steam.
