Whatever the case maybe, I still think Heavy Ops will be a bad idea......
That's because you are thinking about it the wrong way.
Some people will definately go for the challenge of mixing up body types and primary classes. A Light Soldier probably won't be NEARLY as successful as a Heavy Operative, but I'm sure we'll see Light Medics and Heavy Engineers too. You'd think you'd want Medics to be more durable and support the other tough Soldiers, or that Engineers should be able to get their turrets to good vantage points or something, but I'm willing to bet there will be those who just want to see how successful they can get by defying the usual/suggested matches.
Soldiers are far more than just shields. They get best grenades and can hand out ammo.
Or if your helping a light Operative (like Wraith, maybe Shadow) get behind the lines and open a shorcut.......

Said it before and I'll say it again: I am confident that all classes will work well with all bodytpes. A Heavy Operative would be much worse than a Light one at being sneaky, sure, but who says Operatives have to be sneaky? He could just be a counter-op and kill all the Light Operatives that try to sneak up on his teammates. Or he could disguise himself and then open up on the enemy team with his minigun from behind when they least expect it.
Better yet use play dead and set of the mother of all ambushes.
