The constellation of the Tower is not, in and of itself, THE Tower. The Tower is a mythical construct that allows what it implies: to "rise above" the rest of what surrounds it. In the case of Aurbis, this means transcendence. Yes, part of what you need to transcend, or achieve Amaranth, is the ability to retain your individuality while simultaneously fully realizing your interconnectedness with the rest of infinite creation. It is not all you need, however.
The constellation itself is, like all other constellations, groupings of holes left in the Void when various spirits departed Nirn. However, like all symbols in this universe, groupings of those holes that correspond to mythically powerful shapes bestow power, hence the abilities one receives when born under certain signs.
You could say it is guarded by the Thief because Lorkhan was a thief who "stole" some of the vital essence of the other et'Ada that helped create Mundus. And it would be Lorkhan who guards the Tower because as we all know, it is Lorkhan's deepest desire for the mortals of Mundus to achieve what the Tower represents.
