I just did a new reinstall using the guide found in S.T.E.P. the game itself runs fine but when I tried to start the creation kit I got the message "missing executable." I looked and the creation kit was not downloaded into the new install. I have followed what I can find on Steam but no resolution. Can anyone here offer some assistance? Would be greatly appreciated.

I don't have Steam on this machine, but the program should be available in the Tools section of Steam.
