I am gonna give a little history/background on this graphic issue before I jump right into what it is:
About 3-4 months ago I loaded FO3 back on, patched it up to 1.7, and installed the 5 DLCs as well. I started to mod it out and noticed this strange graphic issue, but it didn't seem like it happened very often so I didn't really pay attention to it much. As I continued to add more mods to my modded out FO3, the graphic issue kept happening more and more frequently. I started to think it was probably from a mod or multiple mods because I had just built a new box and I was sure my FO3 could handle it. I also didn't notice it in the Vanilla version of FO3 when I played it back after it's release before the DLCs (I also had a slower machine back then).
I decided to backup my modded out FO3 and reinstall FO3 again with the 1.7 patch and 5 DLCs just to see if I was getting it before I actually started modding FO3 out. I found out it was happening in the Vanilla FO3 as well, but it didn't seem to happen that often. I use Windows 7 and run my FO3 out on max settings at 1920 x 1200 resolution and haven't notice any issues before, except this one.

* THE ISSUE *
The issue I am having is a colored square forms and flickers on dead bodies while I am moving or looking around it (as long as it is within my view). If you are distance from the dead body, you can sort of tell that a flickering square will form (when you move closer to it) because you will notice some tiny white (sometimes colored) pixels in the body itself.
As you move closer to the body the square will start off sort of faint, but you can make it out. Finally when you are up close, it will be a solid color square. I've only seemed to notice it on the dead bodies and nothing else in the game. It's really driving me nuts!
As I mentioned before, it didn't seem to happen much in the vanilla version of FO3 so it was probably playable. I also noticed it only seemed like it was a white suqare that formed instead of the multi colored ones when I have my FO3 modded out. However, I noticed as I added more and and more mods to my FO3, it definately started happening like almost all the time. The only solution I have found to work was to EITHER turn off the "HDR" setting completely or turn off the "Antialiasing" setting completely.
Just to confirm, I have all the latest graphic drivers and stuff, so I am hoping someone has a solution to this issue. I read in some posts that there are Nvidia cards that were having an HDR flickering problem, but it wasn't the same HDR flicker issue as I am having with my ATI card, so I don't know about that.
I posted a bunch of screenshots I took below, so you can see exactly what is happening. The bigger light blue dot in the screenshots is my crosshair by the way, so don't get that confused with the other smaller colored dots.
