Help me become a better serial killer

In Morrowind, I once cleared out Vvardenfell of all non-respawning characters. I'm not sure what it is about the ES series that makes me want to murder the innocent but there it is. I find, however, that i'm just not good at it in Oblivion. Do you guys have any tips or tricks on how to commit genocide? (in the game)

Use stealth and security. Wait until an NPC is alone at home, and that you arent detected. One good hit with a strong 1 handed weapon will usually kill any innocent npc, without the all knowing guard coming to bust you from half way across cyrodil.

No mysticism to cast invisibility/chameleon spells and alteration to open locked doors.

How do you kill people w/out having your bounty go up? I've killed people, not alerted the guards, and yet my bounty goes up?

What I do is wear all cloth enchanted with fortify magicka. Make a maximum power frenzy spell (not area though just one target) and a maximum area damage spell with invisibility on self. My spell is fire damage 3 points in 100 ft for 1 sec on target and invisibility for 5 seconds on self. Also make sure you have a long term invisibility spell handy because things will get messy. Now go to a crowded area like the aroboterum (I know i butchered that spelling lol) in the imperial city at night or Chorrol's town square around the oak tree. Go up to some people and frenzy them, then cast the damage/invisibility spell a few times and then frenzy a few more times and finally cast the long term invisibility spell and watch the bloodbath.

Get a mod like 'no psychic guards' (I personally prefer to manually set iCrimeAlarmRecDistance to around 1800, as I feel that No Psychic Guards goes a little far). It's a lot more realistic and makes murder a lot easier.

Thanks for all your suggestions guys! I should probably mention that I'm playing on the 360 so I'll have to remain modless.

Does that actually work??

If the NPC in question has no other food in their home, or in their inventory, it should. However I have never really tried this, so I'm not sure how well it works.

I always pit the blame on the Grey Fox. ;) Otherwise, as TheNord mentioned, frenzy or as Acadian calls it, "Suicide by Guard". A maxed power frenzy spell mixed with a maxed power rally spell works on most anyone who doesn't have a high responsibility (like the guards). Duration of the spell can be optional. 100% chameleon could work too, although in some cases like offing the stable hands at the IC Stables is guaranteed to get you a murder bounty no matter what (even with 100% chameleon).

Try using a lot of zero-weight items with BAD enchantments. Reverse pickpocket, i killed all in cyrodiil except respawning ones and essential ones.Feels like this:

You can commit crimes and not get the bounty for it by wearing a certain hood you can earn in the game.

The Daedric artifact "Gray Cowl of Nocturnal" is a hood that was supposedly stolen from Nocturnal over 300 years ago. Whoever wears this hood takes on the identity of the Gray Fox: the wearer's fame, infamy, and bounty all become those of the Gray Fox.

You get it for completing the thieves guild questline and become the gray fox.
