Can somebody let me know whether I'm doing something wrong here or tell me if my game is bugged so I can stop banging my head against the wall? I have completed every quest I could find in Markath and I still don't have a dialog for buying a house. It was there the first time I talked to the Jarl, but it's gone now and the Steward doesn't even give me dialog options.

Quests I have finished:

-5 Bounties for the Steward (3 Forsworn, 1 Dragon and 1 Bandits. I got the Bounty letter for the Bandits at the Inn)
-Jarl's first quest
-Forsworn Conspiracy
-Temple of Dibella
-Hall of the Dead
-Namira's ring
-Talk to the smelting overseer
-Steal the statue of Dibella
-Retrieving the statue for the general goods lady
-Getting drunk with the guy in the bar (and all the rest of that chain of quests <- no spoilers)
-Killing the spider
-Finding the journals in the excavation

The only one I haven't done yet is the abandoned house because I know what the reward is already and I want to save it for later.

For me, All I had to do was 2 quest for the Jarl and then he gave me permission to buy in from the Steward, but some of you may be in a different situation then I was. It also says you have to be lvl 20 or higher to get the 2nd quest from the jarl needed for the house.
