Help Choosing Expansions for Character Builds

[First, let me say that this is an unabashed repost from a topic I made over at GameFAQs. After posting though, I noticed that the gamesas forum is a little more active... anyway... ]

Okay, here's the deal: I recently installed Morrowind + expansions + tons of faction mods. I really like playing "themed" builds as opposed to playing as someone who is great at everything. With that in mind, I have three characters/playthroughs:
- a mage (Atmer)
- a thief (malevolent Wood Elf; shortsword/marksman)
- a warrior (benevolent Nord; longsword/spear/axe/blunt)

To keep things fresh, I want to try to avoid doing the same quests more than once (possible exception being the main quest). I'm trying to plan out up front what guilds / factions I should join with each character. Here's how I broke it down:

Mage
House Telvanni (+ Rise of House Telvanni / Building up Urvith's Grave)
Mages Guild
Cult of the Clouds
Oluhan (Path of the Mage)
Illuminated Order
Main Quest
Wizard's Island

Thief
Theives Guild
Morag Tong
House Hlaalu
Great House Dagoth (in lieu of main quest)
Haldenshore
Suran Underworld
Oluhan (Path of the Thief)
Havish
Tribunal OR Bloodmoon main quest

Warrior
Fighters Guild
House Redoran
Imperial Legion
Imperial Cult
Twin Lamps
Oluhan (Path of the Warrior)
Main Quest
Welcome to the Arena
Tribunal OR Bloodmoon main quest

Each of the builds will get one major expansion: the mage will get Wizard's Island. The theif/warrior will split Tribunal / Bloodmoon. I can't decide which is more appropriate though.

I guess what I'm wondering is, with regards to Tribunal and Bloodmoon, do either seem particularly slanted towards a certain build type? I know tank-types are basically OP compared to everything else in Morrowind, but I'm talking more about like the "theme" of the mods. Is either particularly benevolent or malevolent compared to the other one? Does either expansion seem to naturally fit in any of the lists I made above?

Bloodmoon has a lot of outdoor traveling, which would work well for the thief I think (being an archer), whereas Mournhold is indoors, and will inevitably have a lot more close-quarters combat. I also remember getting some awesome longswords in Mournhold when I played it years ago... I'd hate those to go to waste on the thief, who will not be able to use them.

On the other hand, Bloodmoon features the East Empire Company, which is Imperial-based, which seems to fit in with all the factions I'm joining with the warrior. It also takes place in Solstheim, and the Nord's natural frost resistance would play well up there. Werewolf stuff is a non-factor. To interest in that for either guy.

Please help me decide! Thanks!

The main quest of Bloodmoon is separate from the East Empire questline, so you could split those between two people.
