What kind of character are you looking to play? A warrior? A thief? A mage? A combination? And what are your goals? Do you want to be uber-powerful? Do you want to be flawed?
In any case, here's my favorite character build. With this build, you can easily reach level 20 within a few hours, and be pretty much invincible if you play it right.
RACE: For this build, it doesn't matter much, but I prefer Nord.
CLASS: Custom class. I call it Warlord.
MAIN ATTRIBUTES: Intelligence, Endurance, and Strength. Start with each of these at 75 and lower other attributes accordingly.
PRIMARY SKILLS: Long Blade, Destruction, Stealth
MAJOR SKILLS: Short Blade, Restoration, Critical Strike
MINOR SKILLS: Alteration, Mysticism, Running, Swimming, Dodging, Jumping
(If you like, you can replace Long Blade with Blunt Weapon or Axe. Destruction can be replaced with Mysticism or Thaumaturgy, but I recommend the specific build that I described if you want to be able to join literally ANY guild from the very start of the game)
HIT POINTS PER LEVEL: 30
ADVANTAGES: Increased Magery x3, Regeneration General, Rapid Healing General, Spell Absorption General, and whatever else you want, really.
DISADVANTAGES: Critical Weakness to EVERYTHING (Magic, Shock, Frost, etc.). You can skip the Crit. Weak. to Paralysis if you want, which will make higher-level monsters a bit easier, but the protection you'll be getting from magic spells will nullify these Critical Weaknesses. Whatever you do, though, make sure that little 'dagger' is at the BOTTOM of the scale so you level quickly.
Set your reputation to whatever you want. I usually just leave it all at neutral. If you don't mind abusing a glitch, hit the "u" key while setting your starting attributes and it will reset the number, allowing you to start with ALL attributes over 75. That's optional, but makes for a character with just that much more power.
Your goal with this character is to get his magic skills up to 100 as quickly as possible (or at least over 95). Then create a couple magic items that enhance those same magic skills. This will bump them up to 110 or 115, which means that you can cast ANY SPELL, no matter how powerful, for just 5 spell points. You can make an uber-powerful Spell Reflection Spell and a powerful Shield spell, and then nothing can hurt you. Enjoy.
