Next he says go flip a switch in the east power plant. Now I have been going around in circles. Anyone know where I got to go once I get out of the room that I placed the chip in.

Go back out of that room (the one where you installed the chip), and continue on (not the way you came). Open your local map and the marker will tell you exactly where it is. It's in the same series of hallways.
