Help getting mod setup archive invalidation issues

Greetings,

I am trying to work out organizing and modding my game for a new playthrough.
I haven't played OB in a long while now and I must be missing some things to be done for the method of how I use mods before.

Some of the objectives I want to achieve/queries:
*Packing & organizing mods with loose files into matching beth archives. (I use to this before this is the main problem I'm running into now)
*Getting this minamal mod setup of mine to function. (Mainly just OOO, the DLCs, and the UOPs)
*How does the bashed patch for Wrye Bash work again? (Does wrye bash merge records and subrecords? I also forgot what the "o" dot in the checkbox for the load order meant and what is imported.
*What are some guidelines for mods to generally import into the patch bashpatch.jpg ? Also the "o" on the checkbox of an imported mod into the bashed patch deactivates it in the load order, where I experience issues with OOO as the patch deactivates the full version plugin of it and the bash patch only has partial somewhat "merged" (I really forgot) data and lacks all of objective data of "Oscuro's_Oblivion_Overhaul.esp".

Issues I'm experiencing:
*Is there a problem with my archive invalidation? As it seems that master files do not load their accompanied bsa, an example is when I made Nuska's "Oblivion_Character_Overhaul.esp" into a master file and the game did not load the .bsa wher I packed the assets into. It worked fine for when it was an .esp plugin and I packed the loose assets from the archive into an accompanying .bsa, or is it just the game does not load up master files with attached .bsas, I tried registering a .bsa for "Oblivion_Character_Overhaul.esm" in my "My Games\Oblivion\Oblivion.ini" archives list to load and it loads up the assets otherwise the first method does not work.

*I have a major problem getting OOO to work on an existing save (A vanilla one with the DLCs and UOPs nothing else, I played through just recently and just got out of the Imperial prison and saved in a shop in the city)
The issue mainly is because I've been trying to get it into a packed archive to accompany either the master or plugin in which case "Oscuro's_Oblivion_Overhaul.esp" & "Oscuro's_Oblivion_Overhaul.esm".
I already know the master doesn't load the accompanying archive up (or maybe it's an issue I need to solve first), which brings me to another question is Skyrim's archive invalidation similar to oblivion? It seems all that I know of getting a mod to work for OB just washed away..

As an example for what I mean: For Skyrim

I have Mod_A.esp = load order priority 0 (1st)
and
I have Mod_B.esp = load order priority 0 (2nd)

Mod_A has an accompanying archive = Mod_A.bsa
Mod_B also uses assets from Mod_A's previously loose files but now packed into "Mod_A.bsa"
in Skyrim Mod_B should be able to access Mod_A's archive just fine, as long as it is loaded first (IIRC, it also doesn't matter if even Mod_B loads it second, the former would still have access to it)

I've packed all the assets OOO requires into an archive "Oscuro's_Oblivion_Overhaul.bsa" then considering OOO has two "Oscuro's_Oblivion_Overhaul" named mods (a master and plugin) I'm using the full version, then from what I've experienced the .esp would load up the "Oscuro's_Oblivion_Overhaul.bsa" even though the master should load it first. ( though I don't even know who loads it or if it even gets loaded)

All that I'm sure of is I can't get my save to load (it FREEZES on loading up)

I've tried different combinations of packing the assets the first one I mentioned here are some others:

*I've tried making two "Oscuro's_Oblivion_Overhaul.bsa" (Which are identical and have the same assets required) then renamed the master and plugin files so they each have their own indentical archive. (Still can't load up game freezes)
I also doubt it's because renaming it de-linked the voice files, It should've still loaded.

*I've tried registering it to my Oblivion.ini (I want to avoid doing this as much as possible as the "sArchivelist=" only has a limited number of slots for .bsa to be registered.) Still nothing.

What I haven't tried yet is Merging the OOO master and the OOO plugin, however.

Some other noob queries of mine if anyone's willing to answer:
1.) Does the bash patch do like an object merge? Record or subrecord merge changes from two or more mods similar to TESTool for Morrowind. If not then what is it generally does import do, and why does it again deactivate the mod in the load order when it doesn't fully import all the objective records of that mod & just the "conflicting" ones I assume?

2.) What are is the wrye bash version and platform recomenned for Oblivion? I'm using 303 the standalone version.

3.) I'm getting spiky quick drop in frame rates when turning around the camera. Is there a somewhat general cause for this? I know the question is very broad but any answer would be nice.

4.) Is it recommended to import scripts for the bashed patch functionality of wrye bash? IIRC I think I stayed away from this before.

All I'm aiming for is just a clean & neat Data folder, If only I could remember how it's all done again.. Certainly this isn't possible for Morrowind, but I've learned it all from modding Oblivion anyways, which is a good example I guess of how I got my Skyrim's Data asset folder clean and (Replacers, Visual, Animation, etc.) Mods set up as archive with dummy plugin overrides. The only loose files I have are the cosmetic stuff like npc face assets that I swap often, otherwise even when switching replacers (textures,meshes, etc) I unpack then repack the .bsa I'm utilizing for that certain override.

Edit:

It seems my main problem now is getting OOO to work, using just even loose files I figured out that my save game load only about half way. I've done all the steps to update it for use with OOO, still no luck.
