Help getting started with mods

I recently upgraded my office PC to be able to play most games and I re-installed Oblivion last week, and went on a DL spree for some performance boosting mods and general overhauls, but I got a lot of conflicts and didn't know how to resolve any of it. I also downloaded BOSS and WyreBash (?), but I wasn't sure how to use them and didn't know if they were out of date or not (the modding guide I was using turned out to be from around 2008).

Is there an up-to-date starters guide with a list of recommended general mods, and particularly a section on how to use mod-sorting programs like these? I got lost very fast, I ended up uninstalling it, deleting everything I had done and I've just reinstalled and started fresh.

I've looked through a few topics ('Mods Manager? by Tall-Guy and 'Morrowind player moving to Oblivion - what mods?' by Squidmaster), it seems I should download WyreBash only, and ignore OMBB completely, as well as BOSS or whatever the name of the new version was. I still don't really get how downloading a mod directly as an OMOD works, and I just found something in a link that says anyone running on Vista (which I am) should run .exe files as an administrator, which I don't think I did last time. I could really use a walkthrough that includes all these points, it seems very easy to mess up your installation
