I cannot for the life of me find Arcade (the doctor)... I even went back to saves and found the point i lost him which was in between gun runners and lucky 38 lol.
I've searched the whole lucky 38, checked where i first found him, and even tried sleeping for like a week to see if he would turn up. Is he dead somehow?? Certainly don't remember him dying..

Any help is appreciated :/ this is so wack b/c everyone still says hes following me and i cant recruit new companions

He might have gotten left behind somewhere and disappeared; that happened to me. Here's my advice:

Load up an earlier save, enter dev console with the ~ key, and click on Arcade to get his Ref ID. Write this down for the next step.

Load up your current save, enter dev console, type in prid XXXX, XXXX being whatever his Ref ID is. Follow that up by typing moveto player. Arcade will be instantly teleported to your location.

Told that eyebot follower to wait somewhere. When I returned he was nowhere to be found, but I could hear him and get a compass marker for him. Turned out he was chilling inside a wall and I had to use "tcl" to talk to him.

Don't tell followers to "wait here" near large objects and leave the cell.
