I did a side quest for "Scouts-Many-Marshes" to convince Torbjorn to increase wages for the Argonians.

Done that ~ the quest journal now reads "Tell Scouts-Many-Marshes that Torbjorn is taken care of"

but I can't get to him ~ Wiki says he's working on the docks at Windhelm by day and sleeping in the Argonian Assemblage by night.

However he seems to just stay in the Argonian assemblage all the time.
I've waited around on the dock ~ used "wait" at 1 hour intervals for a full 24 hours but he won't come out ~ I've tried picking the lock to go into the assemblage but the other argonians call the guards ~ done it again with invisibility but he doesn't get off his bed till the others have woken up and again called the guards on me and even though he's in front of me the dialogue box won't open up he just says "your not supposed to be in here."

So I got to thinking there must be a connection to another quest ~ something I need to do? ~ can't find any link to him for any other quest line on the wiki though.

Please, has anyone got any ideas?

That was always something that bugged me, too. The bit about the Assemblage always being locked and the Argonians working at seemingly sporadic times.

Honestly I just let it be and would check in every so often to see if he was outside, and he eventually came around so I turned the quest in. I've read that the Argonian Assemblage is unlocked at around 8 PM game time, so maybe try around there.

Yer I've been going back to check if he's outside quite often.

I'll try the 8.pm thing and if not I guess I'll just keep going back.

waited till 8pm then went in ok, but he wasn't there ~ just for a laugh he'd gone down to the dock ~ I just went out again and caught up with him on the queyside.
