I have tried:

-Restarting my PC.

-Verifying Integrity (Steam download)

I have no mods. This is the basic Skyrim game, I have not modified ANYTHING.

1 of the notes actually was filled out compeltely but now just only a few words show up. I didn't get a chance to read the second note but now it is blank also. I just started this up one day and now I can't read them.

When I hopen up the notes under Books, the documents are just blank with no words.

Just reinstall, since you have no mods or special settings it will be the easiest thing you can do that could potentially fix the problem.

I'm currently in a hotel. I am using steam so does this mean I'd have to redownload.. or just reinstall?

Also I'd like to find out the problem because I don't want to have to keep doing this. I have updated my NVIDIA card and there was a Skyrim update. Between the two of them I suspect that is the problem. I got this during the Steam summer sale so only a few weeks ago.

Reinstalling with any Steam game would re-download the files, by default. I would avoid that if you are using a hotel's WiFi.

Are you using any other programs while playing Skyrim, like TS3, Xfire? Also try disabling Steam Overlay.
