Okay, so I'm on the main quest. I've just escorted everyone to Cloud Ruler Temple, been named a Blade, and told I need to go to the Boarding House in the Imperial City to speak to Baurus. My problem is that every time, no matter what I do, all he will say to me is "I told you to keep out of our way."

I sat at the stool to trigger the quest advance, and he just said it again, over and over, zooming in and out between each one, like the quest was trying to advance but his speech wouldn't update accordingly.

I tried to kill the Mythic Dawn guy following him that has the book, to trigger a quest advance, but the loop of the same phrase and the zooming in and out forever just happened again.

I tried to kill/resurrect Baurus, and that didn't work either. (Although he resurrected into his Blades armor, which I thought was interesting)

I tried using the console to jump ahead in the quest to when I'm supposed to talk to Tar-Meena at the Arcane University, and also used the console to get the book, but the quest-related dialogue option isn't there when I try to speak to her. So I got stuck that way too.

I've googled the hell out of this, and only found 2 threads with people having this same problem, but there was no solution in either thread. Please help! I'm really getting frustrated. ((

(Also, I am not using any mods, I'm playing on PC, and my game is through Steam. The only cheat I have active is God mode so I can carry more and cast more powerful spells.)
