Lol I feel for you. I'm on xbox so I'm sorry I can't help. Hope you get it sorted soon. Try posting in the hardware issue forum too see if you can get some help there . Good luck

Don't know what level your character is, but I'm not sure if the dlc quests appear until you reach a certain level.

They appear after a few minutes gameplay regardless of your level

figured it out... bethesda truly are incompetent with bug checking or getting their games to run without problems, i had to reinstall the game in admin mode, install the dlc in safe mode then restart pc and use one of those nexus mod manager things to run the dlc, then it worked, unbelievable how you need a fan made program for a game to work

The GFWL was the main problem for me when I installed the DLC. Disconnecting it via a Mod worked a treat.

This ^ and install Fallout 3 someplace else than the x86 program file. I put it in C:\Games\Fallout 3. Works great and hassle free modding.

I don't think it has to be GFWL that is to blame.
I did notice that with the Steam GOTY version some of the DLC files has an earlier file date then Fallout3.esm.
Fallout 3 wouldn't load until I got them properly sorted with http://fallout3.nexusmods.com/downloads/file.php?id=10193.
