Help! Problems with not getting the quest, The Pursuit!

Hello. I have a very irritating problem and I would love to see it solved. My friend told me that I could get this awesome sword really early in the game. I told him that, of course, I would like to know how. He showed me how to get up to the upper ledge of the house in which you find the Chillrend. I did this, and while going through the house, looted everything I could find. I made it to the room with the Chillrend, and I was super hype that I had found it. So I went on looting. I saw Mercer's Plans, so I was like "Why not." I took mercers plans and continued on with the game. I decided to join the thieves guild, so I did all of those quests, and got up to the point where Karliah and Enthir meet with you in the cellar of the Frozen Hearth. I talked to them and gave Enthir the rubbings, and that was it. I know it was because I had take Mercer's Plans that Enthir did not give me the follow up quest, The Pursuit.

I am willing to do anything, even cheating with the console pulled up by pressing the ` key, to continue with the quest. I DO NOT want to reset all the way back to the save in which I took the Chillrend and Mercer's Plans. I had an idea on how to fix it, but I'm not sure how to piece it together. I know that there's a command to automatically make the game think that you have done a certain thing in a quest, and I think that might be able to help me.

setstage Set the current stage of the given quest. Example: setstage ms01 100. The setstage command is useful for advancing broken quests, finishing quests instantly, or for skipping ahead to a certain point in a quest. You can find the quest's ID code, as well as the various stages of the quests and their corresponding stage numbers, on the respective quest page. Thank you, but that was not exactly what I was looking for. Is there some way to make the game restart a completed quest so that the objectives show that they have not been completed? If so, I could use that to un-complete hard answers and then do it again after I have re-placed Mercer's Plans on the desk in the house where it was before I took it.
