Help re: Scavenger Repairs

I was reading http://fallout.wikia.com/wiki/Lucky%27sI was just reading this article on the Wiki when I noticed something:


You could increase the scavenger's repair skill by 10 points (using workman's coveralls clothing on him) up to the maximum 100 points allowing vendor-repair-only items to be fully repaired. To activate the glitch, you have to exit outside, save, load and enter again.


Could someone explain what this actually means? I'd love, love someone who could repair some of my equipment - mainly my Winter Power Armour more than even the most souped-up merchants in the game. And while I am familiar with reverse pick-pocketing, I've never seen it uses to get a skill up to 100 like this...

Any help would be appriciated.

I've never seen this particular glitch before, probably because it looks like it may be PC only, but it sounds like the game incorrectly adds the repair bonus from the coveralls each time you complete the enter-leave-save cycle. There is a similar glitch (sans the coveralls) for a guy in Point Lookout, and
