Help. Still cant find answer for this "snow" effect.

Searched the board but no luck. About 10 hours back I unlocked one of the perks using the black books. Soon afterward i had this constant "snow" or "white gnats" effect around me.This is my first go around with Dragonborn so I thought it was a result of the perk (happend at same time) and just kept playing. I am assuming this is just a glitch..am I right?
Its annoying and cant seem to get rid of it.

Has anyone had this? Anyway to get rid other than loading up an old save, which I really want to avoid because Ive don so many quests since.

From which Black Book?

Cant remember 100%. I think its the one where your shouts and magic,etc wouldnt hurt followers. Ive gone back and changed all the perks but nothing seems to work.

I know there are a couple sound effects that can get "stuck" on your character, such as constant wind sound, or the sound from the Elemental Fury shout. May be this is the same problem. I've heard transforming into a werewolf can fix it. Or if you're on PC, use the console to change your gender, then change back again.

I know someone who got the Elemental Fury bug and apparently the werewolf thing only fixes it for that play session.

I recently noticed that my character had picked up glowing eyes (Draugr eyes) and I had to use the console to fix it (player.addspell and then player.removespell).
