I'm reading forums and seeing that players are arming others with the extra weapons and armour they have, I had a housekeeper in Solitude, how do I give her better weapons and armour. I press E to talk to her but that's it , I don't see where I can do this ..

You can only arm companions. Guess normal housekeepers cannot be armed.
