Help with creating npc's...

I'm not sure if the program isn't installed correctly or if I'm overlooking something, but I've read all the tutorials I could about getting started and creating npc's, but it seems the construction set is missing files or access to the game itself, because options aren't there in dropdown bar when it seems they should be.

Example: when I try to create a new npc, all the tutorials I see (with screenshots) have all the races in the dropdown bar. All I have as an option is "VampireRace".

Also, I just have a bald head to work with and I can change the features of the face, just can't get any hair to show up anywhere...
Also, when I did try to play with the dialogue, it only let me mess with the "topics" and not "combat" or any other tabs...

I'm convinced this is because of something I'm overlooking or am ignorant of, but I'm at a wall.


All I'm after is to create a companion npc and maybe a merchant npc with customized dialogue. I'm not trying to do anything that seems like it would be that complex... That's my only goal.

In the top left corner, click FileData... → Select Oblivion.esm and click OKLet it finish loading it → You're good to go.

EDIT: I love these color options... :D
