Help with installing MGE Required Mods

OK, so I'm fairly new with modding resources and utilities, since im just used to copying and pasting new textures and meshes into the data files.
So, i want to install all of Vurt's Re-Text mods for morrowind: http://planetelderscrolls.gamespy.com/View.php?view=User.EntriesListing&id=444351
When I saw these, I literally had an eyegasm from such amazingness, but I have no idea how to use these mods.
Can someone give me a step-by-step tutorial on how to install these mods and run them?
Because I have no idea on how to Run MGE, use shaders, etc
If anyone could tell me how to set up MGE, install these mods with it, and set up the shaders, true bloom, and everything else to run them and the SWG skies mod thats required: http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=7066

Well for me - new to Morrowind only 1 month ago - it has been try and error with shaders. However, if you read the MGE first post in the thread, just follow it implicitly. I recommend you use the latest beta build which is quite stable for me. I also use phal's latest shaders along with tweaked DoF and SSAO turned off for exterior cells (interior only). SSAO will make vurts mods flicker. Post #33 is my shader list with links in the MGE thread. If you have problems, just post your problem as tetchy and others are more qualified to answer problems than I am.

OK, i figured out what to do with shaders, so now I'm trying to install the the true_bloom shader: http://download35.mediafire.com/3i8edxhaizyg/ue0yumy2jmo/trueBloom_g6_3.fx
But whenever I try to put into active list, it says the shader does not currently compile
Any help with that?
Otherwise after reading throught all of the MGE Tutorials like you suggested, I think I'm almost down with it except for shaders

Shaders are a never ending process of trial & error. I just keep using the latest and greatest of Phals - _HDRbloom works really well and eliminates bloom light blur reflections.
