I've had that kind of problem before. Only one specific time that it happens every time for me(after birthday party, before dads present). Any other time I can just open it up a couple times and it works again. Try that. If that doesn't work, then maybe it's a missing mesh.
Unless it shows your arm when you pull it up. Then you know it's not added it to you when you hit the tab button.

I can see the hand go up and it looks like there should be something in his hand (the readius) but there is nothing there

Well, maybe it's a missing mesh. I don't know what the problem could be otherwise.
I'm away from my computer right now, so I can't be of much use. Double check that it did install the right meshes and textures. They're at Data/Meshes/Armor/Scorptec and Data/Textures/Armor/Scorptec. I think.

I don't see why they wouldn't be there what could cause that

It's quite possible the mod was installed wrong, as in a wrong folder hierarchy.

I used FOMM to install it I always thought FOMM put it in the right folder automatically?

As flawless as FOMM may be, it never hurts to check. IIRC it uses a FOMOD in that file, so it messing up isn't really likely. However, it could, I suppose.
Besides, only other way that this could happen IIRC is a mistake on your end(such as forgetting to use Archive Invalidation - Invalidated).
EDIT: Also, try it a few times. And does it work a bit? It sometimes buggers up, just like the old Pip-Boy Invisible when not in use mod it's based off of. You might need to hold tab down longer.
Can you turn on the Pip-Light by pressing B?

Sounds like you've got a problem with FOSE then. A Big one.
Make sure you have it installed, and make sure you're running it when you load the game. Just run it in place of Fallout.

my FOSE works fine when I click Launch FOSE my game starts playing and my other FOSE mods work to.

Well it seems one function of Fose is Missfiring. Can you get us a pic of your Fallout 3 Folder?

Just open it up and press PrtScn. Then go into paint and paste it from your clipboard. Upload it to a site of your chooseing.

This will help us determine if you have fose installed correctly.

Try deleteing Fose 1_4B and Fose 1_7ng. I always delete them, because they are alternate versions.

If it's not related to archive invalidation, I'm still gonna stick with my theory that it is installed wrong. Try installing it manually, if I remember right I think alexscorpion advised against the FOMOD install anyway.

Which is the only type of install available anymore. I always used to 7zip.

Errr, double click that FOMOD file in 7zip and you can install the files manually. Just select everything except for the FOMOD folder.
