Help with Sephs hand to hand

So i was browsing around for some cool mods to help make my monk character a bit cooler when i stumbled across Sephs hand to hand replacer, it was amazing. So i download it, put all the meshes in the right places, but when i go to start it up i dont see any change whatsoever in how my hand to hand attacks look. I tried starting a new game and upping my hand to hand skill via the console, nothing worked. So if anyone could help me get this to work it would be greatly appreciated. oh and i have the steam version of Oblivion with all the DLC's if that helps.

This probably should not work here, but try setting BSA Redirection in OBMM > Utilities (sidebar) > Archive Invalidation. If you do not have OBMM:

1) Install it: http://tesivpositive.animolious.com/index.php?page=obmm
2) Learn how to create OMODs with it: http://tesivpositive.animolious.com/index.php?page=omod_installation
3) Make an OMOD out of the original downloaded archive of Seph's animation replacer by using 'Add archive'

Also, make sure your game is patched to the latest version. That is not relevant in this case, but it will be in the future.

What OS are you running?

Im running on windows 7. And the mod manager worked perfectly, thank you.

Since you are running Windows 7, the UAC may interfere with mod-management. You are probably better of reinstalling Oblivion to C:\Games\Bethesda Softworks or another custom folder, not under UAC control, if you want to avoid at least those issues.
