For me TES has always been about exploring and dungeon delving. I'm hoping to see more sprawling, labyrinthine dungeons than we got with both III and IV, with much more unique features. Hell, for minimum wage I'd make a few dungeons for them and it'd be money well spent.
I also want thieving to be expanded on. Breaking into houses in Oblivion was pretty fun but often unrewarding. I want more opportunities to snag some high quality loot from rich folks.
I also want Oblivion's AI. Not the AI we got, but the AI we were promised. I got all psyched up when they were talking about all the things the AI could do in Oblivion and what we got was hardly any better than what we saw in many other games released at the time.
Oh, and better physics is a given. Oblivion's is...okay but there's a lot of room for improvement. At the very least make the collision boxes fit the size of the meshes they're attached to. I'm sick of seeing dinner plates magically floating over a table.
