New Vegas didn't really have random encounters the same way Fallout 3 did; any sort of thing we'd come across in the wasteland generally only happens in that specific spot (the caravan being attacked by Legion south of Novac, or the scene south of Nipton with the woman robbing that guy for Star bottlecaps); the only things I can think of that can happen in multiple different locations are the faction death squads (ugh) and Malcolm Holmes.
Now, Skyrim and Fallout 3 did have patrols between opposing factions that would occasionally cross paths and duke it out, but the modding community took that to 11. Bethesda might have upped their ante, too, or maybe they kept it as a rare treat.
Random Encounters in New Vegas, that's news to me. New Vegas didn't have any random encounters which is probably good considering how different New Vegas is from Fallout 3. Encountering a Deathclaw at low level is 99% of the time a death sentence unless you cheese it (I had that happen a couple of weeks ago outside of Hidden Valley ). Fallout 3 is slightly different, still tough but not automatically a death sentence.
I for one like Random Encounters but I also think they were overused in Skyrim, seeing the same farmer walk by and say "I'm off To Join The Stormcloaks, Ulfric has The Right Of It" 50 times, Get's old very fast.

Hmm.. I don't think there was a memorable meme from Fallout 3. Moira said some silly stuff but I don't think anything ever really caught on meme-wise.

Elder Scrolls games are the ones with memey guards. Funny that New Vegas fits into that too.
I'm betting the meme for Fallout 4 will be something our character says. They talk to themselves when they crack a lock, or hack a terminal apparently; I hope it doesn't, but that has a lot of potential to get silly and repetitive.
Okay, people are making fun of that, but hey. Our character just woke up on a Saturday morning and he hasn't had his coffee yet. He's going to sound a little drowsy.
(once again, Bethesda is ruining the RPG aspect by forcing traits onto our character! What if I wanted to play as a morning person, huh?)
Regarding Fallout 3 memes. You can't be serious:
"Gaaaary!" "Ah, Gary!" "GARY!!!"

Once again, Role Playing means "play a role". It does NOT mean "choose to play whatever you like" regardless of Bethesda's continued false marketing ploy. RPGs have never been about "choose to play whatever you like" because that would be impossible to develop (i.e., pretty much an infinite variety of preferences for characters so no company can possibly offer such a game). You are given a character to play and you role play the character. That's it.
Take FO4 as an example. Personally, I will be playing an adolescent young girl and will obviously ignore the content that does not fit that role. However, that is only after I play the game by role playing the character given to us. After that, I will role play the game and do what I can manage to do (certainly not whatever I want which is just false marketing, as I said).
Asking to be able to play any type of character in an RPG defeats the purpose of a company offering an RPG. It would be like auditioning for a play and making up the role rather than being told to act the role.
