I don't know if Crytec knows this or if they do and don't want to fix it. But here's a simple solution to eliminate the hacker names that can't be kicked/banned without breaking the HTML codes. If they're in the server, you can't kick/ban them. The admin must break the HTML code first before pasting it into the admin tool and manually ban them. Players can't vote kick them. If the admin isn't watching, they will hack until they run all the players off the server. Our server usually have an admin either in game or monitoring who's on the servers so we can ban this arses. But most servers don't have that luxury.
Below is what an admin has to go thru to ban these hackers. These are hacker names using the HTML codes. If you can see, all you really need to disallow in a Player's Name is ";" (colon). The Colon is the last character of every HTML code. Without it, they can't use it.
Here's an example:

~<3$3$3$8
~<$3$3$$8
~<3$
~<$3$3$8

It would be so awesome if they got rid of the ;. Can not join server ';' in your name = win. Wonder what the cheaters would think of that? I only ask because they keep telling me that they read this forum o.O
